Additionally, Cabinet approved the modification of the current Productivity Linked Reward (PLR) Scheme for workers and employees of Major Ports and Dock Labour Boards for the 2020–21 to 2025–2026 period, which will benefit approximately 20,704 employees and incur a total of Rs 200 crore in costs.
In order to promote healthy competition among ports, the updated PLR program will now place greater emphasis on port-specific performance than an all-India performance when calculating incentives. By 2025–2026, the weightage for individual port performance will progressively rise from 50% to 60%, while the weightage for all-India performance would decrease to 40%. The monthly salary cap of Rs 7,000 has been established for the purpose of determining the bonus.
The goal of this change is to improve employee relations, encourage competition, and increase productivity in the port industry. The PLR plan, which offers cash incentives to employees based on annual performance, has historically been a reward system based on agreements between management and labor unions of Major Port Authorities.

Indian Railways similarly awarded, bonus for railway employees, all non-gazetted personnel a bonus in 2023 equal to 78 days’ salary. The minimum pay for Group D workers is normally the basis for calculating this bonus. The Sixth Pay Commission states that the minimum salary was ₹7,000, with an average bonus payout of approximately ₹18,000. However, the minimum wage was increased to ₹18,000 under the Seventh Pay Commission, suggesting that this year’s bonus amount would increase.
The government approved a ₹1,832 crore Diwali bonus in 2022, and Indian Railways paid out ₹17,951 to more than 11 lakh workers for 78 days of service. This was viewed as a remarkable financial gesture that helped employees and their families throughout the holiday season and inspired workers.
Since the bonus for railway employees is performance-based, the railways’ overall financial performance—including its income and expenses—will have an impact on the ultimate choice. Before deciding on the incentive package, the government is expected to carefully consider all of these factors.
Employees in other government agencies might also get paid a bonus before Diwali, but the maximum amount they can get is ₹1,200.
