The Odisha government has announced guidelines for its Subhadra Yojana for Women. The rules also specified the documentation required to receive the benefits, a program that aims to offer financial assistance to economically weaker women in the state.

Eligibility for Subhadra Yojana :
All women beneficiaries must fulfill the following eligibility criteria to avail the benefits of Subhadra Yojana scheme.
- Applicant must be a resident of Odisha.
- Applicant must be covered by National Food Security Act/State Food Security Scheme
(NFSA/SFSS). A woman from a family deprived of NFSA/SFSS can apply under Subadra, provided her family’s annual income does not exceed Rs.2.50 lakhs (Rupees two lakhs and fifty thousand only). - To be eligible under this scheme, the applicant’s age should be 21 years or more and less than 60 years as on the due date. The date of birth recorded in the Aadhaar card will be accepted for calculating his age.
- Scheduled for the financial year 2024-25. Age of women must be 21 years or more and less than 60 years as on 01.07.2024. Therefore, the date of birth of the applicant should be from 02.07.1964 to 01.07.2003.
- For 2024-25, if a woman attains the age of 21 years after 01.07.2024, she will get Rs.10,000 per annum for the remaining years of the plan period. Similarly, women who complete 60 years after 01.07.2024 will not be given this support for the remaining years of the plan period.

Ineligibility for Subhadra Yojana :
The following women will be ineligible to avail the benefits of Subhadra Yojana scheme, even if they fulfill the eligibility criteria:
- A woman who is receiving any state or central government assistance such as pension, scholarship, etc., totaling Rs.15,000 or more per month or totaling Rs.18,000 or more per annum.
- A woman herself or a member of her own family if:
- Must have been current or former MP or Member of Legislative Assembly.
- Must be paying income tax.
- Any elected public representative in any Urban Local Body or Panchayat Raj Institution (other than Ward Member, Councilor only)
- Any undertaking / board / local body / organization under the Government of India or any State Government / appointed as regular / permanent / contractual employee or receiving pension after retirement. All salaried employees and all employees engaged through outsourcing agencies will be considered eligible under the scheme if they fulfill all other criteria of the scheme.
- Any Government Department / Undertaking / Board / nominated representative of Government of India or State Government.
- Owners of 4-wheel motor vehicles other than tractors, mini-trucks, small commercial vehicles and other similar light goods vehicles.
3. The size of irrigated land of the applicant’s family should be more than 5 acres and the size of non-irrigated land should be more than 10 acres.

Applicant Checklist for Subhadra Yojana :
- Women who are eligible and apply for benefits under Subhadra have to ensure the following conditions:
- They must have Aadhaar card/Aadhaar number in their own name.
- They must have linked their mobile number with Aadhaar card.
- They must have a single-holder bank account that is Aadhaar-enabled and Direct Benefit Transfer (DBT)-enabled.
2. If the beneficiary does not have Aadhaar number or the data in his Aadhaar card does not match, he has to enroll himself under Aadhaar or amend the data as required.
3. If the beneficiary does not have a single Aadhaar-enabled and a DBT-enabled account, he is required to (a) open a single bearer account, (b) make the account Aadhaar-enabled, (c) make the account debit-enabled and (d) e- An opportunity will be provided to complete the KYC process.
4. In the financial year 2024-25, all beneficiaries irrespective of the date of approval will get the full benefit of Rs. 10,000 under Subhadra from the date of launch of the scheme.

Application Process for Subhadra Yojana :
(a) All eligible female applicants must apply for availing benefits under Subhadra Yojana scheme.
(b) Applications can be submitted offline by filling a printed form and online through Subhadra portal.
(c) Adequate printed application forms will be available free of cost at various places and offices such as Anganwadi Centre, Block Office and ULB Office, My Service Centre, General Service Centre, etc.
(d) Applicants have to fill the form and submit it to the nearest Mo Seva Kendra (MSK) / Common Service Center (CSC).
(e) In case of any discrepancy between the form and the Aadhaar submitted by the applicant, the information contained in the Aadhaar shall be considered final.
(f) All applications collected will be cross-checked with the latest database available with the Government and verified through field investigation where necessary.
(g) All applicants to be considered eligible under “Subhadra” shall prove themselves, furnish necessary declarations and fulfill e-KYC requirements. For e-KYC, face-authentication will be the most preferred method. Beneficiaries can complete the process through the Subhadra mobile app by providing their Aadhaar number.
(h) A Beneficiary can opt out of Subhadra through the Subhadra Portal on his/her own volition to support the empowerment and welfare of his/her fellow Contributors in Odisha.
